Queen West, August 14, 2003 Three hours into the
blackout, Toronto had declared a state of emergency.
Abandoned streetcars choked traffic.
Masses of people were walking, driving, riding trying to get home.
Amidst this chaos an officer had time to stop at a fire hydrant, block
traffic and harass a woman for riding without a bell or
a light, an infraction that Toronto police usually
ignore. Elsewhere citizens were acting as
impromptu traffic cops, to help out the overloaded
